Why can't they eliminate this pens?

Why can't they eliminate this pens? One of the answer behind this question is that the owner of the fish pens don't declare the exact measurement of their pens and the exact number of pens established. Also, the government of Pangasinan is having a hard time terminating this pens because they are the number one exporter of milk fish in the world, if they will terminate the existing pens there will be a negative effect on their side. If they will terminate the Pens, it may cause a shortage on the distribution of milkfish inside and outside the country. The distributor of milkfish may not reach the said quota for delivery if they terminate the illegal pens.

In short, the government of pangasinan is weighing the pros and cons of having this illegal fish pens around. And my opinon is that i think they still don't know where will they get more benefits, if they will just allow those pens be established so they can reach the quota of delivering milkfish inside and outside our country or by terminating those pens causing a shortage of delivery of milkfish that will greatly affect their economy.
