Why are there illegal fish pens?

Illegal fish pens exist because of GREED. The fish pen and fish cages operators were so greedy for profit that the owners exceeded the measurements of their Fish pens. Also the Philippines don't have a strong law regarding the establishments of fish pens in our country.

In Republic Act No.8550 in the philippines fisheries code of 1998, section 19 "Registry of Municipal Fisherfolk" -"The LGU shall maintain a regsitry of municipal fisherfolk, who are fishing or may desire to fish in municipal waters, and of monitoring fishing activities and/or other related purposes: Provided, that the FARMC shall submit the LGU the list of priorities and consideration." This is an example of law being implemented by our government which the owner of the fishpens and those in LGU doesn't follow. Those fisherfolk doesn't update the government about the change in their fish pens. This is one of the weakest link of the Law about implementing and establishing fish pen.

Some of our laws about establishing fish pens are not polished that's why the owners of the fishpens are taking advantage of this disadvantages. And also as what i said earlier, illegal fish pens exist because of greed. Owner are all center-minded in earning money so they abuse the use of their fish pens without knowing that these actions will come back to them after long years of abusing their fishpens.
